If an opponent asks you to explain a call that your partner has made, you should explain the partnership agreement fully according to the system you are playing. It is wrong to say what the call ought to mean, or to say how one proposes to interpret it.
If the partnership has no agreement (explicit or implicit) then you should say so. You should not offer an explanation unless opponents ask.
