Some pairs, using a mini (10-12) or strong (15-17) 1NT opening, open 1♣ on balanced hands outside the range for a 1NT opening.
If you encounter this, even though the opener may have a doubleton club, it is usual to treat the 1♣ opening as a natural bid eg a 2♣ overcall is a cue bid, not a natural bid.
